TAIPEI (TVBS News) — National Science and Technology Council (NSTC) Minister Wu Cheng-wen (吳誠文) announced on Thursday (May 23) plans to submit Taiwan's draft artificial intelligence (AI) fundamental law to the Executive Yuan by the end of October.

Wu emphasized the rapid development of AI technology and the need for the draft to balance user privacy, human rights, safety, and industrial development.

 

Legislative Scrutiny and Broad Consultations

The Education and Culture Committee invited Wu to report on the progress and undergo questioning. This move comes as both the Democratic Progressive Party (DPP) and the Kuomintang (KMT) express keen interest in AI-related issues and the progress of the AI law draft.

Wu revealed that the NSTC aims to present the draft by the end of the year, following extensive consultations with academia and the industry.
 

Wu likened AI tools to kitchen knives — essential and useful but potentially harmful if misused. Therefore, the draft will aim to keep AI within a beneficial range of use, considering privacy, human rights, and safety alongside industrial development.

Furthermore, Wu disclosed plans to transform Taiwan into an "AI Island" within the next four years, focusing on optimizing traditional industries, including IC design and manufacturing, service integration, and national health care.

This initiative marks a significant step towards positioning Taiwan at the forefront of AI technology, ensuring its development aligns with ethical standards and contributes to the nation's economic growth and societal well-being.
