TAIPEI (TVBS News) — The Central Weather Administration (CWA, 氣象署) issued a Heavy Rain Advisory or Extremely Heavy Rain Advisory on Tuesday (Nov. 12) for Yilan, the northern coast of Keelung, and mountainous areas in Taipei and New Taipei. Officials warned of the likelihood of localized heavy rain, potentially impacting the region through the evening.

The northeast monsoon and Typhoon Toraji have influenced the weather, bringing scattered showers to areas north of Taoyuan, the eastern half of Taiwan, the Hengchun Peninsula (恆春半島), and mountainous regions in central and southern Taiwan. Rainfall is particularly evident along the northern coast of Keelung, Yilan, and the greater Taipei mountain area, with Hualien also at risk of localized heavy rain.

The administration cautioned that sudden downpours could lead to landslides or falling rocks in mountainous areas. CWA noted the weather remains cool, with temperatures ranging from 22 to 24 degrees Celsius in Taiwan during the morning and evening. Daytime highs will reach 25 to 27 degrees in the north, northeast, east, Penghu, and Kinmen, while other regions will see temperatures of 28 to 29 degrees. Matsu will maintain a temperature of 21 to 22 degrees throughout the day.

Officials reported a tropical depression west of Guam intensified into Typhoon Usagi at 2 a.m. Tuesday, moving west-northwest. The administration expects Typhoon Usagi to approach the eastern waters of Luzon by Thursday, urging continued vigilance due to its uncertain path.
