TAICHUNG (TVBS News) — Environment Minister Peng Chi-ming (彭啓明) announced on Friday (Nov. 15) that carbon pricing will drive Taiwan's green growth, with plans to establish a green growth fund to expedite net-zero and environmental sustainability. Peng made these remarks at an academic seminar hosted by the Chinese Institute of Environmental Engineering (中華民國環境工程學會) at National Chung Hsing University (中興大學).

According to Peng, the Ministry of Environment (MOENV, 環境部) has advanced carbon fees, strengthened pollution control, and enhanced public-private collaboration over the past six months. He noted that President Lai Ching-te (賴清德) formed the National Climate Change Committee (國家氣候變遷對策委員會), which will draft new net-zero policies next month. The Executive Yuan (行政院) has also tasked deputy chiefs of each ministry to liaise with private enterprises on sustainability.

 

The ministry plans to establish the "Green Growth Fund" with NT$10 billion, targeting investments based on carbon reduction levels, in collaboration with the Financial Supervisory Commission (金融監督管理委員會) to promote green financial innovation. Peng highlighted the increased demand for green-collar talent post-pandemic. Job bank data shows an average of 10,000 monthly vacancies this year, primarily in environmental safety and health roles.

To support this demand, the ministry will regularly publish green-collar employment trend reports and create a net-zero talent information platform, fostering a public-private alliance for green-collar talent development.
