TAIPEI (TVBS News) — The Ministry of Health and Welfare (MOHW, 衛生福利部) abolished the National Health Insurance (NHI) suspension and reinstatement system on Monday (Dec. 23), affecting citizens abroad for over six months, including expatriates, overseas workers, students, government officials, and deep-sea fishermen. The change aims to streamline the insurance process and ensure continuous coverage for all citizens.
The National Health Insurance Administration (健保署) reported that approximately 210,000 people currently benefit from the suspension system. With its abolition, the administration expects an annual increase in NHI premium revenue by NT$2.3 billion. This financial boost will contribute to the sustainability of the national healthcare system, ensuring better services for all insured individuals.
The MOHW revised the "Enforcement Rules of the National Health Insurance Act" (全民健康保險法施行細則), adding transitional provisions. Those who suspended their insurance before Dec. 22 will have their suspension remain valid until they return to Taiwan, after which they will automatically reinstate their insurance. After reinstatement, they can no longer suspend their insurance, officials explained.
National Health Insurance Adminstration Director General Shih Chung-liang (石崇良) emphasized that missing persons must pay six months of premiums before canceling their insurance. He reiterated that citizens abroad for more than six months "cannot suspend their insurance," regardless of their status, and must continue paying premiums. This policy ensures that all citizens contribute to and benefit from the NHI system, promoting equity and access to healthcare for everyone.
