TAIPEI (TVBS News) — Environmental Minister Peng Chi-ming (彭啓明) announced on Thursday (Jan. 24) that Taiwan's air quality could see significant improvements by 2035, with PM2.5 concentrations expected to drop to 8 micrograms per cubic meter. This forecast aligns with the government's broader environmental goals, including a 38% carbon reduction target by 2035, President Lai Ching-te (賴清德) revealed.

Minister Peng highlighted that five government departments have introduced diverse measures to enhance carbon reduction efforts. The government aims to cap electricity demand below 350 billion kWh by 2035 and expedite the transition to electric and low-carbon fuel transportation. Coal-fired power generation will decrease from 20% in 2030 to 9% in 2035, while renewable energy will rise from 30% to 36%.

The power emission coefficient will decline annually, reaching 0.241 by 2035. Peng emphasized that the environmental sector's carbon emissions accounted for only 1% of the national total in 2022, marking a 70.4% reduction from the baseline year. The ministry plans to promote resource recycling and a circular economy, partnering with Taiwan Semiconductor Manufacturing Company (TSMC, 台積電) to cut incinerator emissions.

Since Jan. 1, the carbon fee system has been in place, with approximately 90% of businesses adopting the NT$100 per ton discount rate, achieving a 4% annual carbon reduction. Authorities expect to implement a dual-track carbon fee and cap-and-trade system by 2027-2028, propelling Taiwan towards green finance and carbon asset management.
