TAIPEI (TVBS News) — Taiwan Railway Corporation (台鐵) announced on Tuesday (Feb. 4) a record-breaking financial loss of NT$13.79 billion for the year, surpassing previous estimates by nearly NT$1.8 billion. The board will discuss a fare adjustment proposal on Wednesday.

The company's annual report indicated that ticket revenue fell short of the NT$18.5 billion target, reaching only NT$17.4 billion due to the Hualien earthquake. Central News Agency (CNA, 中央社) reported that Taiwan Railway Corporation cited additional factors such as the introduction of NT$2.3 billion in employee welfare funds and NT$200 million in asset transfer fees. The company has not adjusted ticket prices in 30 years, exacerbating the deficit.

Taiwan Railway Corporation explained that personnel costs have risen significantly since implementing new labor regulations, including increased night shift and hazard allowances. The workforce expanded from 13,851 employees in 2017 to 15,924 in 2023, pushing personnel expenses up to NT$16.8 billion.

Since 2020, the corporation has faced annual losses exceeding NT$10 billion, with NT$11.9 billion in 2021, NT$11.1 billion in 2022, NT$11.4 billion in 2023, and NT$13.79 billion in 2025, marking a historic high. The corporation budgeted a projected loss of NT$8.69 billion for 2025, with an expected ticket revenue of NT$18.97 billion.
