TAIPEI (TVBS News) — Taipei's Department of Cultural Affairs (台北市文化局) announced on Wednesday (Feb. 26) a 15% reduction in venue usage fees for real-name ticketed concerts at Taipei Arena (台北小巨蛋) to curb scalping.
As of Tuesday, the department has identified 57 scalping cases, each facing fines of up to NT$2.646 million under the "Development of the Cultural and Creative Industries Act" (文化創意產業發展法).
The department highlighted the effectiveness of real-name ticketing in reducing scalping. Venue fees are calculated based on ticket revenue and range from NT$525,000 to NT$1.89 million per event. This initiative allows event organizers to save at least NT$78,750 daily, with potential savings reaching NT$283,500. Taipei Rapid Transit Corporation (台北捷運公司), managing Taipei Arena, confirmed that the discount applies to concerts held between Jan. 1 and Dec. 31, 2025.
The department emphasized that scalpers face fines 10 to 50 times the original ticket price, with most offenders being first-time young individuals. It urged the public to report suspected scalping to the Ministry of Culture's (MOC, 文化部) Report Scalpers section. Verified reports with the informant's name can earn a 20% reward from the fine, up to NT$100,000.
