TAICHUNG (TVBS News) — Negotiations over compensation for memberships at Taichung Golf and Country Club (興農高爾夫球場) collapsed Friday (March 7), stalling the expansion of Taiwan Semiconductor Manufacturing Company's (TSMC, 台積電) Phase Two project in the Central Taiwan Science Park (CTSP, 中科管理局). Disagreements over compensation amounts led to the breakdown, with members demanding NT$3.2 million, while the club offered only NT$180,000.
Chen Yi-hsuan (陳益軒), the club's lawyer, stated that the government's land acquisition compensation did not include membership certificates, leaving the club to refund only the NT$180,000 guarantee deposit. Yang Wen-shan (楊文山), the club's vice chairman, and Chen Yung-feng (陳永豐), the members' association president, led the talks attended by CTSP Deputy Director Hsu Cheng-tsung (許正宗).
Chen Yung-feng criticized the delay, asserting that members' rights have been neglected, and urged CTSP to resolve the issue as per the coordination meeting. Meanwhile, Hsu emphasized the government's efforts to protect members' rights, stating that CTSP has always advocated for members' interests, urging the golf and country club to resolve the issue fairly.
Despite the conflict, CTSP reiterated the project's significance to Taiwan's economic development and aims for a win-win situation. They expect land transfer completion in the first quarter, maintaining TSMC's construction timeline. However, the members' association continues to protest, demanding market-value compensation and halting land acquisition.
