TAIPEI (TVBS News) — Legislators in Taiwan are considering a proposal that could see every citizen receive NT$10,000. The opposition Kuomintang (KMT, 國民黨) legislative caucus introduced a draft special bill on March 7 (Friday), aiming to distribute cash from excess tax revenue to the public.
The draft bill comes after the Ministry of Finance (MOF, 財政部) reported a record-breaking excess tax collection of NT$528.3 billion, surpassing the budgeted amount. A similar situation occurred in 2022 when former Premier Su Tseng-chang (蘇貞昌) distributed NT$6,000 to citizens from excess tax revenue. The current proposal stipulates that all citizens with household registration will receive the cash, exempt from income tax.
The bill also states that the cash distribution process will not follow government procurement law regulations. The special bill will come into effect once enforced and remain valid until Dec. 31, 2025, with a possibility for extension upon Legislative Yuan approval. The KMT caucus suggested the bill's review by the committees.
The Legislative Yuan moved the proposal to the Economic and Finance Committees for review without objection, and it proceeded smoothly due to a lack of opposition.
