TAIPEI (TVBS News) — Taiwan's television landscape continues its dramatic transformation as traditional cable services face an accelerating exodus of subscribers. The National Communications Commission (國家通訊傳播委員會) — Taiwan's media and telecommunications regulatory authority — revealed on Monday (May 26) that cable TV subscriptions plummeted to an unprecedented low of 4,334,870 households during 2025's first quarter, shedding 22,000 subscribers since December and marking the 30th consecutive quarterly decline.
The regulatory data reveals that fewer than half of Taiwanese households now subscribe to cable television, with the penetration rate falling to 44.62%. Six dominant multiple system operators (MSOs) control the overwhelming majority of this shrinking market. These major players — Kbro (凱擘), Homeplus Digital (中嘉數位), Taiwan Broadband Communications (TBC, 台灣寬頻通訊), Taiwan Fixed Network (台灣固網), Taiwan Optical Platform (台數科), and Dafeng (大豐) — collectively serve 3,614,000 households, representing 83.37% of all remaining cable subscribers.
The market contraction has affected nearly all major providers, with Homeplus Digital standing as the sole exception after posting a marginal quarterly growth of 0.06%. Smaller independent cable systems suffered the steepest subscriber losses, recording a 1.03% quarterly decline. Industry experts point to evolving consumer viewing preferences as the primary driver behind this persistent downward trend, forcing cable operators to pivot toward broadband service offerings. Analysts anticipate a potential future inflection point where broadband subscriptions could overtake traditional cable TV services.
Consumer dissatisfaction with conventional television offerings emerges clearly in the regulatory agency's 2024 Communications Market Report. Nearly half of former cable subscribers (48.2%) abandoned traditional services for over-the-top (OTT) streaming platforms, citing inadequate programming options. Additional factors driving the migration include excessive advertising, mentioned by 45.2% of respondents, and the location-restricted nature of traditional television viewing, which frustrated 31.7% of consumers who switched to more flexible streaming alternatives.
This persistent erosion of the subscriber base poses an existential challenge for Taiwan's conventional television industry. Cable operators face mounting pressure to reinvent their business models as viewers increasingly migrate to streaming platforms that offer greater flexibility, personalized content libraries, and reduced advertising interruptions. Industry observers anticipate further market consolidation and strategic pivots toward broadband service provision as cable companies struggle to remain relevant in Taiwan's rapidly evolving digital entertainment landscape. ◼
