Civilian-led wargame examines future Taiwan Strait conflict

TAIPEI (TVBS News) — The Taipei School of Economics and Political Science Foundation (TSEF, 台北政經學院基金會) launched the Taiwan Defense TTX (台海防衛兵推) on Tuesday (June 10). The event focused on a potential Taiwan Strait conflict in 2030.

Director-general Huang Chieh-cheng (黃介正) of the Council on Strategic and Wargaming Studies (中華戰略暨兵棋研究協會) emphasized the exercise's aim to remain rational and professional, free from political influence, and aligned with military realities and international dynamics.

 

TSEF Chair Huang Huang-hsiung (黃煌雄) explained that the exercise explored potential actions by the People's Liberation Army against Taiwan, including "Intimidation," "Coercion," "Punishment," and "Invasion." Retired admiral Lee Hsi-min (李喜明) noted the participation of four retired generals from abroad, including former Chairman of the Joint Chiefs of Staff Michael Mullen. Lee emphasized that the simulation of U.S. and Japanese government roles did not imply a commitment to military involvement or intentions of forming a "U.S.-Japan-Taiwan anti-China alliance."

The exercise, featuring nine generals and eight lieutenant generals from Taiwan and abroad, marked the highest-level civilian-led wargame. Huang Chieh-cheng highlighted that by 2030, asymmetrical military equipment sold to Taiwan by the U.S. would be operational, while China faced economic growth slowdowns and social stability issues. He noted that the exercise's scope was limited to beachhead operations due to the civilian think tank's inability to establish a defense ministry-grade Joint Theater Level Simulation (JTLS) wargaming system.

The event was held at the Center for Public and Business Administration Education (政大公企中心). Several former officials, including former Premier Jiang Yi-huah (江宜樺) and former National Security Council (國家安全會議) Secretary-general Chiou I-jen (邱義仁), attended the opening ceremony, adding prestige to the event.
