TAIPEI (TVBS News) — Executive Yuan (行政院), Taiwan's cabinet, spokesperson Michelle Lee (李慧芝) outlined strict guidelines Thursday (June 12) for former president Ma Ying-jeou's (馬英九) delegation to mainland China, emphasizing that all cross-strait exchanges must strictly adhere to fundamental principles of depoliticization, risk reduction, and complete avoidance of political propaganda. Ma will lead a high-profile delegation to the 17th Straits Forum (海峽論壇), scheduled from June 14 to 27, amid heightened cross-strait tensions. The announcement comes as Taiwan's government maintains cautious oversight of high-level interactions with China.

Lee highlighted the comprehensive security measures established during Ma's previous presidential tenure, specifically designed to prevent potential political infiltration and unauthorized influence operations. The protective protocols included strict prohibitions preventing central government officials from participating in the Straits Forum and mandatory compliance with the Act Governing Relations Between the People of the Taiwan Area and the Mainland Area (兩岸人民關係條例). These regulatory frameworks were implemented to maintain Taiwan's sovereignty while enabling controlled civilian exchanges across the Taiwan Strait.

 

Deputy-Director Chen Shu-mei (陳淑媚) from the Department of Policy Planning (綜合規劃處) within the Mainland Affairs Council (MAC, 陸委會), Taiwan's primary agency for cross-strait affairs, issued a stern warning about the forum's true nature. Chen reiterated Wednesday that the Straits Forum fundamentally serves as a strategic platform for advancing the Chinese Communist Party's (CCP, 中國共產黨) political agenda toward Taiwan. She emphasized that all Taiwanese attendees must steadfastly uphold principles of equality and dignity while strictly adhering to relevant legal regulations governing cross-strait interactions.

Chen emphasized Taiwan's government commitment to fostering sustainable and constructive cross-strait exchanges while maintaining strict legal compliance standards. The deputy-director urged all Taiwanese citizens to carefully avoid violating regulatory provisions during any interactions or exchanges conducted in mainland China. Recent media coverage has intensively focused on high-profile visits to China, particularly highlighting former Straits Exchange Foundation (SEF, 海基會) Chairman Hung Chi-chang (洪奇昌) leading an official delegation to Beijing, demonstrating continued civilian-level diplomatic engagement despite political tensions. ◼
