TAIPEI (TVBS News) — Taiwan Thinktank (台灣智庫) appointed former legislator Chuang Ching-cheng (莊競程) as CEO and Hung Tzu-yung (洪慈庸) as deputy CEO Wednesday (Oct. 1). The leadership changes signal the policy research institute's strategic shift toward enhanced domestic and international engagement. The board seeks to inject fresh momentum into Taiwan's policy research landscape through these key appointments.

The board emphasized Chuang's extensive public affairs expertise and professional credentials in their official announcement. Officials expressed confidence that his leadership will significantly deepen the institution's policy research capabilities. The appointment specifically targets enhanced domestic partnerships and expanded international collaborative frameworks.

 

Chuang holds a Ph.D. from National Taiwan University's Department of Biomedical Engineering (台灣大學醫學工程學研究所) and previously taught at National Chiao Tung University's biomedical department (交通大學生物醫學工程研究所). His legislative career focused on healthcare policy advocacy, childbirth and childcare subsidies, infrastructure development, and labor welfare initiatives. The academic-turned-politician brings dual expertise in biomedical sciences and public policy formulation.

Taiwan Thinktank highlighted Chuang's local governance and public policy expertise as crucial for strengthening the institute's international policy exchange platform. The organization expects his biomedical background to accelerate Taiwan's biomedical industry integration initiatives. His dual expertise addresses both domestic policy requirements and international collaborative opportunities in the healthcare sector.
