TAIPEI (TVBS News) — Democratic Progressive Party (DPP, 民進黨) legislator Puma Shen (沈伯洋) testified Thursday (Nov. 13) before German parliament about Taiwan's experience combating disinformation from authoritarian regimes. Shen served as expert witness during hearings examining threats dictatorial countries pose to democracy and human rights. German lawmakers invited global experts to discuss how authoritarian states undermine democratic systems through false information campaigns.
The hearing examined disinformation cases in Hungary and Russia while exploring China's influence on Taiwan and Europe. Shen highlighted Europe's vigilance toward disinformation and cognitive warfare, particularly threats from China and Russia. He contrasted this with Taiwan, noting a segment of the population remains unaware of China's movements.
Shen consulted Taiwan's National Security Council (NSC, 國安會) and Ministry of Foreign Affairs (MOFA, 外交部) before his trip despite safety concerns. He emphasized Taiwan must stand with the global democratic community against authoritarian threats. Shen encountered no issues entering Germany and noted China appeared surprised by his travel itinerary, repeatedly inquiring about future plans. ◼
