Taiwan’s Control Yuan exposes workplace bullying scandal

TAIPEI (TVBS News) — The Control Yuan (監察院), Taiwan's ombudsman, revealed on Tuesday (Dec. 16) a shocking case of workplace bullying involving nine units and 13 senior executives from the Ministry of Health and Welfare (衛福部). The Control Yuan has impeached five of these executives and referred their cases to the disciplinary court (懲戒法院), highlighting the widespread nature of the allegations.
The Control Yuan approved a report by members Yeh Ta-hua (葉大華) and Wang Li-chen (王麗珍) that criticized the Ministry of Health and Welfare on Nov. 19. The report urged the Examination Yuan (考試院), Taiwan's civil service commission, and the Executive Yuan (行政院), Taiwan's cabinet, to oversee the analysis of such behavior and improve measures to prevent workplace bullying among civil servants.
The Control Yuan announced on Dec. 9 that it had impeached five senior executives, including Lin Chun-yen (林春燕), Wang Ling-yi (王齡儀), Wang Yen-chin (王燕琴), Chu Chien-fang (祝健芳), and Liu Yu-chuan (劉玉娟). These executives allegedly abused their power by unreasonably rejecting documents, yelling, and isolating subordinates, resulting in significant mental and physical harm.
The Control Yuan stated these actions severely infringed on employees' rights and worsened the workplace environment, damaging the ministry's reputation. Supervisors also criticized the Ministry of Health and Welfare's inadequate investigation methods, including a rushed and incomplete investigation process.
The Ministry of Health and Welfare used a Google Form for its survey, which allowed only 24 hours for responses and excluded former employees, impacting the investigation's comprehensiveness and fairness. The Control Yuan's findings revealed that although three cases of severe workplace bullying were confirmed, only one individual faced disciplinary action. As the investigation continues, the Control Yuan plans to review additional individuals potentially involved in workplace bullying, ensuring a thorough legal examination.
