TAIPEI (TVBS News) — Taiwan's President Lai Ching-te (賴清德) welcomed Paraguayan President Santiago Peña with a 21-gun salute and full military honors at the Presidential Office on Friday (May 8). The ceremony underscored Taiwan's efforts to strengthen ties with its sole remaining diplomatic ally in South America.
Paraguay is one of only 12 countries worldwide that maintain formal diplomatic relations with Taiwan, officially named the Republic of China. The state visit marks Peña's fourth trip to the island. It is also his first official state visit since taking office in August 2023, according to Taiwan's Ministry of Foreign Affairs.
"Taiwan and Paraguay are partners committed to upholding the values of democracy, freedom, and human rights," Lai said during the ceremony. He noted that the two countries have maintained diplomatic ties for nearly 70 years and have deepened cooperation in education, healthcare and trade.
Peña, speaking through an interpreter, called Taiwan "a land of deep emotional significance" and said the military honors demonstrated "diplomatic sincerity." He added that the ceremony symbolized "the mutual respect connecting our two nations and our unwavering commitment to continuously deepening our friendship and cooperation."
In an interview with Taiwan's state-run Central News Agency (中央社) on Thursday, Peña said he met with Honduran President Nasry Asfura in Los Angeles before traveling to Taiwan. He said he told Asfura about "what a great relationship Paraguay has with Taiwan."
Peña said he urged Asfura to examine Paraguay's economic partnership with Taiwan. Honduras severed ties with Taipei in 2023 under former President Xiomara Castro, switching recognition to Beijing. Asfura, who took office in January, pledged during his campaign to restore relations with Taiwan.
Peña said he did not directly discuss whether Honduras would re-establish ties with Taiwan. However, he noted that Asfura "knows very well that we are not only an ally, but a strong advocate" for Taiwan. Taiwan's government has said it is open to restoring ties with Honduras, though no official talks have begun.
During Peña's four-day visit, Taiwan will host a state banquet in his honor. He will also receive the Order of Propitious Clouds with Grand Cordon (采玉大勳章), the nation's highest civilian honor for foreign dignitaries. Peña received an honorary doctorate from National Taiwan University of Science and Technology (台科大) on Thursday. He will also visit the Southern Taiwan Science Park during his stay.
"Even if the U.S. doesn't support Taiwan, Paraguay will continue to support Taiwan," Peña told CNA. He added: "Paraguay and Taiwan have been friends for many, many decades. And there is no doubt that this friendship has become stronger than ever." ◼
