TAIPEI (TVBS News) — The Taipei City Government on Wednesday (Sept. 25) announced that Chang Wen-Te (張溫德), the city's current deputy secretary-general, is now the new third deputy mayor.

Chang's vacancy will be filled by Yu Hua (俞振華), chairperson of the Research, Development, and Evaluation Commission (RDEC, 研考會).

 

With a population exceeding 2.51 million, Taipei qualifies for a third deputy mayor. The current deputy mayors are Lee Shu-Chuan and Lin Yi-Hua.

Chang graduated from National Cheng Kung University’s Institute of Urban Planning (成大都市計劃研究所) and held various positions, including counselor at the Ministry of the Interior (內政部) and CEO of the National Housing and Urban Regeneration Center.

During his tenure as deputy secretary-general, Chang proposed significant initiatives to build a greener city, forming a comprehensive net-zero carbon policy narrative. He also led the city to release AI guidelines and initiated the "AI-Driven Future" (用AI驅動臺北) policy framework, along with the nation's first "My Carbon Reduction Account" (我的減碳存摺) initiative.
 

Chang supervised the disaster prevention office and established a cross-departmental emergency notification system. He also served as the chief commander for major events such as the 2023 New Year’s Eve party, the 2023 Taiwan Lantern Festival in Taipei, the 2023 Taipei Summer Festival in Dadaocheng, and the 2024 National Day evening gala.
