TAIPEI (TVBS News) — Taiwan experienced a shift in weather conditions early Monday (Oct. 21) as the Central Weather Administration (CWA, 中央氣象署) reported rain in Yilan, Hualien, the Hengchun Peninsula (恆春半島), and Orchid Island (蘭嶼) before dawn. The weakening northeast monsoon reduced moisture throughout the day, easing rain compared to Sunday.

Keelung's northern coast, Yilan, and the greater Taipei mountain areas saw sporadic showers, while the Taipei plains and the Hualien and Taitung regions experienced isolated rainfall. In contrast, regions south of Taoyuan, along with Penghu, Kinmen, and Matsu, enjoyed partly cloudy to clear skies.

 

Nighttime temperatures remained cool, with Matsu dropping to 21 degrees Celsius, while Taiwan and the surrounding islands ranged from 23 to 25 degrees. Daytime temperatures rose, reaching a comfortable 28 to 32 degrees Celsius across Taiwan, Penghu, and Kinmen, with Matsu peaking at 26 degrees.

However, strong northeast winds persisted, prompting safety warnings for coastal areas from Taoyuan to Yunlin, Hengchun Peninsula, Orchid Island, Green Island (綠島), Penghu, and Matsu, where gusts reached levels 8 to 9.

A tropical depression east of the Philippines shows potential to develop into a typhoon, moving west-northwest toward Luzon. The Ministry of Environment (MOENV, 環境部) reported air quality as "Good" in Yilan, Hualien, Taitung, and Penghu, while northern, central, and Matsu and Kinmen areas were rated as "Moderate."
 

Yunlin, Chiayi, Tainan, Kaohsiung, and Pingtung regions faced "Unhealthy for Sensitive Groups" conditions.
