TAIPEI (TVBS News) — Kuomintang (KMT, 國民黨) Legislator Hsu Hsin-ying (徐欣瑩) has scheduled cross-party negotiations for Thursday (Dec. 26) to discuss amendments to the "Spatial Planning Act" (國土計畫法). Representatives from the Ministry of the Interior (MOI, 內政部), Council of Indigenous Peoples (原住民族委員會), Ministry of Agriculture (MOA, 農業部), Ministry of Economic Affairs (MOEA, 經濟部), Ministry of Finance (MOF, 財政部), and Ministry of Justice (MOJ, 法務部) will attend the meeting.
The Internal Administration Committee (立法院內政委員會) initially approved the amendment draft on Nov. 21 but could not reach a consensus on extending the deadline. This issue remains for cross-party negotiation. According to the MOI, eight counties and cities have completed their land function zoning map reviews as of Dec. 24. The Spatial Planning Act is set to take effect on April 30 next year. Legislators from different parties have proposed 27 versions of the amendment, suggesting extensions ranging from two to four years.
Wu Hsin-hsiu (吳欣修), director of the National Land Management Agency (內政部國土管理署), recommended sending the proposals to party negotiations due to their diverse origins and objectives. The latest statistics from the agency indicate that six counties and cities, including New Taipei City, Taoyuan City, Taichung City, Changhua County, Nantou County, and Yunlin County, have yet to submit their zoning maps, prompting a call for expedited submissions. With the Spatial Planning Act's implementation date approaching, stakeholders must address the proposed amendments and submissions promptly.
