HUALIEN (TVBS News) — The Forestry and Nature Conservation Agency Hualien Branch (FNCA, 林業及自然保育署花蓮分署) responded to a report of a Formosan black bear sighting in Zhuoxi Township (卓溪鄉) on Thursday (Jan. 9), after three residents filmed the bear entering a local plum vinegar workshop. The bear fled the scene without causing damage, prompting officials to install monitoring cameras.
At around 9 a.m., three residents, including an individual surnamed Gu, spotted the bear in the Sikihiki (石平) community while cutting grass. Initially believing the bear was injured, they observed it stand and move, confirming it was unharmed before leaving. The residents promptly reported the incident to the Hualien Branch.
Upon arrival, Hualien Branch personnel found bear fur and droppings at the scene, suggesting the bear climbed over a diamond mesh fence to escape. The workshop owner, Lin, confirmed the bear caused no damage to the vinegar jars or fences, negating the need for compensation.
To prevent further incursions, the Hualien Branch deployed six firecrackers to deter the bear and set up four monitoring cameras. They also offered bear spray and suggested replacing the top netting with iron mesh. The branch plans to award the reporting residents under the "Formosan Black Bear Ecological Service Payment Scheme" (台灣黑熊生態服務給付方案).
The Hualien Branch urges proper disposal of waste, kitchen scraps, feed, fertilizers, and pesticides in eastern foothill areas. Residents spotting bear activity should report immediately to the Hualien Branch at 0800-000930 for prompt assistance and safety measures.
