TAIPEI (TVBS News) — Taiwan's Ministry of Finance (MOF, 財政部) launched anti-dumping investigations Tuesday (March 11) targeting mainland Chinese beer and hot-rolled flat steel products amid growing concerns about market disruption.

Local brewers claim Chinese competitors have flooded Taiwan with artificially cheap beer, significantly undercutting domestic producers. The Taiwan Alcohol Brewer Association formally requested protective anti-dumping duties after documenting substantial market harm from the low-priced imports.

 

MOF officials reviewed the brewers' application data and found credible evidence suggesting Chinese beer may indeed be dumped at predatory prices. The case has now advanced to the Tariff Rate Review Panel for further examination.

The steel sector faces similar challenges. Industry giants China Steel Corporation (中國鋼鐵股份有限公司) and Dragon Steel Corporation (中龍鋼鐵股份有限公司) filed parallel complaints against Chinese hot-rolled steel imports, documenting serious adverse effects on Taiwan's strategic steel manufacturing capacity.

 
Under the Regulations Governing the Implementation of the Imposition of Countervailing and Anti-Dumping Duties (平衡稅反傾銷稅課徵實施辦法), the MOF has directed the Ministry of Economic Affairs (MOEA, 經濟部) to investigate potential damage to both industries.

The MOEA must deliver preliminary findings within 40 days. Should investigators confirm market harm, the MOF will have 70 days from notification to determine whether temporary anti-dumping duties should be imposed while the full investigation continues.

The Customs Administration (關務署) emphasized that cooperative manufacturers and exporters may receive individualized dumping rates based on their specific circumstances. Importers must submit comprehensive documentation to qualify for these tailored rates. Officials urged importers to notify their overseas suppliers about the investigation promptly, as timely applications will be crucial for protecting their business interests during the proceedings.
