TAIPEI (TVBS News) — A China Studies expert at Tamkang University (淡江大學) warned Monday (Oct. 27) that Beijing has undertaken revolutionary changes in its Taiwan policy. Chang Wu-ueh (張五岳) predicted 2026 to 2030 will be crucial for advancing cross-strait relations, ties between Taiwan and China.

Chang analyzed the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (20屆四中全會) during a forum at National Chengchi University (政治大學). The plenary session's communique dedicated only 18 characters to cross-strait relations. Beijing's recent actions reveal deeper commitment to Taiwan-related issues, Chang suggested.

 

Chang cited Chinese President Xi Jinping's (習近平) congratulatory message to new Kuomintang (KMT, 國民黨), Taiwan's main opposition party, Chairwoman Cheng Li-wun (鄭麗文) on Saturday (Oct. 19). Beijing established "Taiwan Restoration Day" on Thursday (Oct. 24) and Wang Huning (王滬寧) made Taiwan-related remarks Friday (Oct. 25). These actions demonstrate Beijing's deeper Taiwan focus, Chang said.

Chang anticipates concrete steps against Taiwan independence and for promoting integration during the 2026 to 2030 period. Beijing's Taiwan policy extends beyond rhetoric, aiming to influence international arenas and bilateral relations. The expert warned Beijing also targets Taiwan's internal affairs through its comprehensive approach.

 
Chang addressed the anticipated Trump-Xi summit, a meeting between U.S. and Chinese leaders, noting Taiwan remains central to U.S.-China relations despite current focus on managing differences. He identified the period before next year's elections in Taiwan and the U.S. as potential opportunity for cross-strait exchanges. Success depends on leaders' willingness and wisdom, Chang said. ◼
