TAIPEI (TVBS News) — Taiwan prepares to submit draft legislation protecting food delivery workers' rights after final consolidation of public hearing feedback. Labor Minister Hung Sun-han (洪申翰) announced Thursday (Nov. 6) in the Legislative Yuan (立法院), Taiwan's parliament, that the executive branch bill nears completion. The government aims for quick parliamentary submission following extensive cross-ministry consultations.

The Social Welfare and Environmental Hygiene Committee (社會福利及衛生環境委員會), a parliamentary committee, conducted Thursday's (Nov. 6) public hearing on delivery platform management and worker protection. Minister Hung fielded media questions after consulting with the Economic Affairs Ministry (經濟部), Transportation Ministry (交通部), Financial Supervisory Commission (金管會), and Health Ministry (衛福部). The government gathered extensive feedback from unions and delivery platforms during the consultation process.

 

Hung expressed intention to expedite the draft process when asked about end-of-November announcement timeline for the Labor Ministry (勞動部) proposal. The Minister outlined four key regulatory areas: standardized contract terms, basic salary protection, clear termination reasons, and enhanced accident insurance. Hung hopes the Executive Yuan, Taiwan's cabinet, version will advance to legislative review quickly.

Taiwan's cabinet approved the International Workforce Enhancement Program (跨國勞動力精進方案) last week requiring NT$2,000 (around US$65) domestic worker salary increases to hire foreign workers. Hung specified wage increases must target lowest-level employees, not management or employer-preferred candidates. The Labor Ministry will establish clear verification methods to ensure employer compliance with the new requirements.
