TAIPEI (TVBS News) — The Ministry of Economic Affairs (經濟部) announced Wednesday (Nov. 19) systematic management plans for Matai'an Creek (馬太鞍溪) and Hualien Creek (花蓮溪) water systems. Vice Minister Lai Chien-hsin (賴建信) wants to prioritize enhanced river dredging and debris removal to reduce flood risks effectively. Short-term efforts focus on immediate flood prevention measures.
Taiwan's Legislative Yuan (立法院), the island's parliament, convened a joint meeting to review the special budget proposal for Matai'an Creek landslide lake reconstruction. Key officials including Budget Minister Chen Shu-tzu (陳淑姿) and Finance Minister Chuang Tsui-yun (莊翠雲) participated in discussions. The meeting focused on post-disaster reconstruction funding.
Budget Minister Chen revealed the Executive Yuan (行政院), Taiwan's cabinet, allocated NT$270 billion (around US$8.7 billion) for Typhoon Fung-wong (鳳凰颱風) damages from Nov. 10 to 12. The budget includes NT$30 billion (around US$968 million) reserves for future needs. Chen detailed NT$91 billion (around US$2.9 billion) designated for water system management from 2025 to 2030.
Vice Minister Lai reported water system governance encompasses post-disaster recovery activities, including urgent hydraulic facility repairs and reconstruction. Short-term governance focuses on enhanced river dredging and dike rebuilding to improve structural stability and flood resistance. These measures target immediate infrastructure strengthening.
