TAIPEI (TVBS News) — Taiwan's Ministry of National Defense (MND, 國防部) will soon implement a revised draft of the selection and service rules for voluntary military officers and non-commissioned officers, according to media reports on Tuesday (Feb. 4). The new regulations allow those who previously retired early using the exit mechanism to re-enlist after one year, addressing a significant manpower shortage in the armed forces.

The previous rule barred re-enlistment for those who used the exit mechanism. However, the MND clarified that the updated rule removes this restriction, permitting eligible individuals to reapply after one year. They can also serve while repaying any pending penalties from their early retirement.

 

The military faces a severe personnel shortage, with volunteer numbers dropping to 150,000 by June last year, the lowest since 2018. The MND data revealed that the average troop strength ratio decreased from 88.57% in 2020 to 78.6% in 2024, falling below the minimum operational standard of 85%.

The 2025 defense budget highlights a reduction in positions among non-commissioned officers and enlisted soldiers. The MND aims to reduce personnel loss and enhance recruitment by adopting international recruitment practices and improving conditions and salaries. The MND expressed its beliefs that allowing experienced personnel to re-enlist after one year of retirement will quickly replenish the ranks of non-commissioned officers.
