Export controls fail to slow China’s AI progress, says Huang

TAIPEI (TVBS News) — NVIDIA (輝達) CEO Jensen Huang (黃仁勳) delivered a pointed critique of U.S. chip export control policies during an exclusive interview on Wednesday (May 21). He revealed that these restrictions, designed to impede China's AI advancement, have slashed NVIDIA's Chinese market share from 95% to 50% over the past four years.

Huang emphasized that China hosts half of the world's AI researchers and that Chinese AI development continues to progress despite restrictions. He specifically praised DeepSeek as a "gift to the world" and highlighted Alibaba's (阿里巴巴) Qwen (通義千問) model as exemplary of China's AI capabilities, suggesting that export controls have failed to achieve their intended objectives.

 

The NVIDIA chief noted that President Trump acknowledged China's presence and scaling capabilities, arguing against the logic of suppression policies. NVIDIA plans to write off billions in H20 chip inventory that doesn't comply with Chinese regulations, representing a significant financial hit at current exchange rates of US$1 to NT$29.895. Despite these setbacks, Huang reaffirmed NVIDIA's commitment to the Chinese market and expressed optimism about potential policy adjustments that could better align AI diffusion with export controls. ◼
