TAIPEI (TVBS News) — Chunghwa Telecom (中華電信) clarified on Thursday (May 30) that it had no contact with Wang Yi-chuan (王義川), the executive director of the Democratic Progressive Party's (民進黨, DPP) policy committee, who is accused of using mobile signal positioning to analyze the age composition of the Bluebird Movement (青鳥行動) crowd. The telecom giant emphasized its adherence to privacy laws and the anonymization of data before conducting any big data analysis.

Privacy and Compliance at the Forefront

 

Chunghwa Telecom's statement comes in response to Wang Yi-chuan's recent comments on a program about utilizing mobile signal data for demographic analysis, which sparked public debate. The company assured that its collection, processing, and use of customer data are strictly regulated by the National Communications Commission and comply with the Personal Data Protection Act and the Telecommunications Management Act. Chunghwa Telecom also highlighted its certifications in ISO 27001, ISO 27701, and BSI 10012, underscoring its commitment to safeguarding customer privacy and data.

Big Data Services and Applications

The telecom provider elaborated on its "Big Data Crowd Analysis Service," which undergoes a process of de-identification before analysis. The processed data, which only includes crowd numbers and distribution statistics, cannot identify any individuals directly or indirectly.
 

Chunghwa Telecom's big data applications, including crowd and traffic analysis, are primarily used by tourism agencies, retail brands, government districts, and large events to offer public services without involving personal data. The company also mentioned that details regarding the collection and use of customer data are available in the "Chunghwa Telecom Personal Data Collection Statement" on its website for customers to review at any time.
