YILAN (TVBS News) — Typhoon Kong-rey made landfall in Taiwan on Thursday (Oct. 31), causing significant flooding in Yuanshan (員山), Yilan County.

Firefighters deployed rubber boats to evacuate residents, although many chose to stay, seeking refuge on the second floor of their homes.

The Emergency Operators Center of Yilan (宜蘭縣災害應變中心) reported a landslide on the seventh section of Binhai Rd. (濱海路) in Toucheng Township (頭城鎮), restricting traffic to one direction. Floodwaters, reaching depths of about 10 centimeters, inundated areas in Yilan City, Zhuangwei Township (壯圍鄉), and Wujie Township (五結鄉).

Chen Jung-hua (沈榮華), the village chief of Shihcheng (石城) in Toucheng Township (頭城鎮), noted a mudslide at the 116-kilometer mark of Provincial Highway 2 (台2線), affecting approximately six homes. He confirmed that relevant authorities have been notified, and there are no reported injuries. The mudslide has not yet impacted the railway tracks at Shihcheng Station.
