TAIPEI (TVBS News) — Northern Taiwan, including Taoyuan and Yilan, will experience rain on Thursday (Nov. 21), while the southern plains will enjoy partly sunny skies, according to the Central Weather Administration (CWA, 氣象署). Temperatures in the north and northeast will range from 19 to 23 degrees Celsius, bringing a damp chill to the region. Elsewhere, expect lows of 20 to 22 degrees and highs of 25 to 28 degrees.

At 7:35 a.m., CWA issued an Extremely Heavy Rain Advisory for New Taipei and Keelung and a Heavy Rain Advisory for Taipei and Yilan. The northeast monsoon and moisture from southern China will prolong rainfall in the Keelung coast, Yilan, and the mountainous areas of Greater Taipei, with localized downpours expected.

CWA noted strong northeast winds will affect coastal areas from Taoyuan to Yunlin, Hengchun Peninsula (恆春半島), and islands such as Orchid Island (蘭嶼), Green Island (綠島), Penghu, and Matsu, with gusts reaching 9 to 10 on the Beaufort scale. New Taipei, Chiayi, Tainan, and Kinmen will also experience gusty conditions, with nearby seas seeing waves as high as 2 to 4 meters.

According to the Ministry of Environment's (MOENV, 環境部) Taiwan Air Quality Monitoring Network (空氣品質監測網), air quality is rated "Good" in Hsinchu, Miaoli, central Taiwan, Yilan, Hualien, Taitung, Kinmen, and Penghu. Meanwhile, northern Taiwan, Yunlin, Chiayi, Tainan, Kaohsiung, Pingtung, and Matsu have "Moderate" air quality.
