TAIPEI (TVBS News) — Taiwan Railway Corporation (TRC, 台鐵公司) announced on Tuesday (Dec. 3) their commitment to investigate and address workplace grievances according to the guidelines outlined in the "Prevention of Unlawful Workplace Infringement" (執行職務遭受不法侵害預防指引). This statement comes amid allegations of workplace bullying against a worker surnamed Yang (楊姓) by Wu Chun-lin (吳俊霖), the director of human resources, which the company allegedly overturned.

During a press conference held on Nov. 29, the Taiwan Railway Union (台鐵產業工會) accused the corporation of failing to uphold the legal decision of the investigation committee. Yang, through a handwritten letter, urged the Ministry of Transportation and Communications (MOTC, 交通部) and the Ministry of Labor (MOL, 勞動部) to ensure justice, accusing Taiwan Railway of internal protectionism and not adhering to legal procedures. The Taipei City Labor Inspection Office (台北市政府勞檢處) identified procedural lapses on April 24, prompting Taiwan Railway to revise its compliance records and appeal procedures.

In response to Yang's letter, the TRC has emphasized that Wu's personal statement, delivered at the press conference, was deemed inappropriate and will be addressed separately. According to Taiwan Railway, employees can file complaints within 30 days under the "Civil Service Protection Act" (公務人員保障法) if dissatisfied with the Nov. 18 committee decision. If the outcome remains unsatisfactory, they can escalate the appeal to the "Civil Service Protection and Training Commission" (保訓會).

As the situation unfolds, Taiwan Railway's handling of these allegations will likely be scrutinized, with potential implications for workplace policies and employee rights within the organization.
