TAIPEI (TVBS News) — Taiwan's Ministry of National Defense (MND, 國防部) announced plans on Monday (March 10) to amend Article 24 of the "Criminal Code of the Armed Forces" (陸海空軍刑法). Active-duty military personnel who express allegiance to the enemy through speech, actions, or various technological methods could face prison sentences ranging from one to seven years.
In an afternoon press release, the MND detailed the proposed changes, underscoring the military's commitment to countering infiltration and sabotage efforts by the Chinese Communist Party. The amendment aims to strengthen countermeasures against Chinese infiltration activities.
The ministry highlighted recent collaborative efforts with national security agencies to uncover multiple espionage cases, which have revealed increasingly rampant Chinese intelligence and espionage activities. These activities often involve monetary inducements, investments, and gambling to recruit active-duty military personnel, requiring them to pledge allegiance to the enemy through written statements or video recordings.
The MND emphasized that active-duty military personnel must remain loyal to the nation and protect its citizens, as mandated by the Constitution and relevant laws. The ministry stated that a few treacherous soldiers who betray their country will face social condemnation and legal consequences. The proposed amendment to Article 24 will proceed to the Executive Yuan (行政院) for review after the completion of notification and legal procedures.
