TAIPEI (TVBS News) — Former Taiwanese Premier Sean Chen (陳冲) criticized the "Preferential Housing Loans for the Youth" program (新青安貸款) on Thursday (Sept. 12), stating it has nearly destabilized the nation, and prompted responses from the Ministry of Finance, the premier, and the president.

Chen emphasized that the bank boards, which are responsible according to Organisation for Economic Co-operation and Development (OECD, 經濟合作暨發展組織) guidelines, have remained silent.

Meanwhile, Chen commented on Taiwan's diplomatic isolation, describing the nation as an "international orphan." Despite this, he said Taiwan aspires to be a model global citizen by adhering to international regulations.

He highlighted that Taiwan, despite exiting the United Nations 53 years ago, still respects the UN Charter as stated in Article 141 of the Constitution of the Republic of China.

Addressing the minimum wage debate, Chen clarified his neutral stance. He recommended calculating the Kaitz index, which compares a country's minimum wage to its average wage, for informed decision-making. Chen pointed out that he had suggested using the Kaitz index for minimum wage deliberations in 2012.
