CTSP secures 95% of land for expansion amid protests

TAICHUNG (TVBS News) — The Central Taiwan Science Park's management bureau (CTSP, 台中科學園區) reported on Thursday (Dec. 5) that they have reached an agreement to purchase 95.36% of the required land, despite protests from landowners. Landowners at CTSP had previously protested low land acquisition prices, raising concerns over the park's Phase 2 expansion.
The CTSP explained that they have also resolved compensation issues with Sinon Corporation (興農公司) regarding the Taichung Golf and Country Club (興農高爾夫球場), ensuring the protection of members' rights. They expect to hand over the land by the first quarter of 2025.
Originally, the park's Phase 2 was set to host Taiwan Semiconductor Manufacturing Company's (TSMC, 台積電) 2-nanometer process. However, due to urban planning delays, TSMC relocated the plant to Kaohsiung. The development area spans 89 hectares, with the golf course occupying 67 hectares, a military shooting range covering 12 hectares, and private land making up 10 hectares. The budget for land acquisition stands at approximately NT$23.7 billion.
The Taichung City Government announced the land acquisition deadline as Dec. 13. If they fail to acquire the land by then, the CTSP management bureau plans to proceed with compulsory acquisition under the law. The Taichung Golf and Country Club issued 1,750 membership certificates, with members demanding NT$1.8 million per certificate, totaling around NT$3.15 billion in compensation. The golf course seeks compensation funds from the CTSP to cover these costs.
As the deadline approaches, stakeholders await further developments, which could impact future industrial projects in the region.
